In dem Zusammenhang sollte man evtl auch folgenden Fall zeigen:
ipfw pipe 10 config queue 5 bw 80KBytes/s
ipfw queue 1 config pipe 10 weight 50 mask dst-ip 0x000000ff red 0.05/35/45/0.4
[...]
ipfw add queue 1 ip from any to any in via tun0

Angenommen man hat intern ein /24, dann wird die eingehende Bandbreite
dynamisch zu gleichen Anteilen auf die 256 IPs aufgeteilt.
Nochmal das gleiche für ausgehenden Traffik und man hat eine primitive
Wohnheimconfig.
