Vollkommen richtig. Es gibt viele Makefiles, die völlig
andere Dinge tun als Quellcode zu compilieren. :-)

Der Sinn und Zweck von make(1) ist es, bestimmte Aktionen
(Shell-Kommandos) durchzuführen, die durch Abhängigkeiten
von Dateien untereinander bestimmt werden.
