Die brutale, aber einfache Methode:
rm -f /etc/ssh/*key* && reboot

Bei dem Reboot werden die Keys dann neu generiert.
Sie scheinen bei Dir zwar zu existieren, aber
vielleicht irgendwie kaputt zu sein.
