Moin,
alles so wie bei mir mit der ausnahme dass ich nicht dir "IP" 0.0.0.1
verwende in der /etc/rc.conf sondern diese Zeile:
defaultrouter="-interface isp0"

hier mal alles was ich drin habe:

# ISDN Configuration
ifconfig_isp0="inet 0.0.0.0 0.0.0.1 netmask 0xffffffff link1"
isdn_enable="YES"
gateway_enable="YES"
defaultrouter="-interface isp0"
