Hm, das könnte sein. /usr/doc ist von 5.0-Release, und der
Rest (inkl. /usr/share) ist ein 4-stable vom Dezember.

Das funktioniert bei mir mit links, man muß es nur einmal
konfiguriert haben: links starten, mit F10 ins Menü gehen,
dort dann unter Setup --> Character Set "ISO 8859-1" (oder
-15) auswählen, dann Setup --> Save options.
