You should be able to do that. Remove the patch from the port
completely, and add
(define %gentext-de-start-quote% (dingbat "ldquo"))
(define %gentext-de-end-quote% (dingbat "rdquo"))
to doc/de_DE.ISO_8859-1/share/sgml/freebsd.dsl.
If that works, let me know and I'll commit it, and ask Kuriyama-san to
update the dsssl-docbook-modular port.
