Ich mag mich irren, aber ich fürchte, daß das nicht vor-
gesehen ist. Erstens ist NFS via TCP eine BSD-Spezialität,
weshalb ich vermute, daß die ISC-DHCP-Leute das nicht be-
rücksichtigt haben. Zweitens unterstützen viele Netzwerk-
Boot-Systeme (z.B. PXE) gar kein TCP, sondern nur UDP.

Du könntest aber versuchen, später das root-Dateisystem
mit dem TCP-Flag zu remounten (per /etc/fstab oder manu-
ell: mount -u -o tcp /). Ich habe sowas noch nie pro-
biert, aber ich denke, daß das funktionieren könnte.
