Du kannst nicht von der Firewall raus, wenn du die Ports sperrst.
DNS alleine reicht nicht. Probier mal ein

add pass tcp from any to any
add pass udo from any to any

Mir ist schon klar, dass dir das unter Sicherheitsgesichtspunkten nicht
wirklich weiterhilft. Von da ab kannst du ja dann die Regeln enger
schnallen.
