Ich hab's nur an einer einzigen Stelle eingetragen, nämlich
im Startup-Skript meiner Shell (in diesem Fall .zshenv, da
ich die zsh verwende). Da steht drin:

   export LC_CTYPE=de_DE.ISO_8859-1

Damit funktionieren Umlaute überall, einschließlich unter X.
(Ich wollte neulich auf -15 [Latin-9] umstellen, aber da
hapert es wohl leider noch an ein paar Stellen.)
