Ich war etwas vorschnell, hier gehen die Umlaute immer noch nicht.

$ env|grep 8859
MM_CHARSET=iso-8859-1
LANG=de_DE.ISO8859-1
XTERM_LOCALE=de_DE.ISO8859-1

$ psql test
Welcome to psql 8.3.1, the PostgreSQL interactive terminal.

Type: \copyright for distribution terms
       \h for help with SQL commands
       \? for help with psql commands
       \g or terminate with semicolon to execute query
       \q to quit

test=# \encoding
UTF8
test=# \encoding LATIN1

Und dann Umlaute eingeben ergibt ... nichts. Der Cursor bewegt sich
nicht, aber es werden wenigstens keine Steuerzeichen erkannt - zumindest
nicht wie vorher, wo wohl durch die Kommandohistorie gesprungen wurde.
