Ja,
"documentation other than the standard man and info pages"
wird bei NOPORTDOCS _nicht_ installiert.
http://www.freebsd.org/doc/en_US.ISO8859-1/books/porters-handbook/dads-documentation.html

NO_INSTALL_MANPAGES müsste dazu führen, dass die Manpages nicht
installiert werden.
