ntpd hat ein Zeitdifferenzlimit. Wenn das überschritten
wird, rührt er sicherheitshalber die lokale Uhr nicht an.

Aus genau diesem Grund führt man ja vor dem Starten des
ntpd einmal ein »ntpdate -b« oder »ntpd -gq« aus, um die
Uhr erstmal grob zu stellen. Danach übernimmt dann der
ntpd die exakte Synchronisation.

Ich weiß nicht, ob dieses Limit die Ursache Deines Pro-
blems ist, aber die Symptome klingen danach.

Interessanter wäre die Ausgabe von »ntpq -p«, und evtl.
auch der Inhalt Deiner ntp.conf.
