RELENG_4_6 ist der »Security-Unterzweig«. Du bekommst da-
mit nur die Release plus Sicherheitspatches.

Wenn Du 4-stable verfolgen möchtest, mußt Du dagegen als
CVS-tag RELENG_4 nehmen.
