new cvsup mirror in Germany

Please put in a CNAME for a cvsup*.de.freebsd.org address pointing to
freebsd-de.isc.org. (Hopefully in the next week I will be applying for
a ftp*.de.freebsd.org address)

ISC is operating this mirror at the request of TeliaSonera; they are
providing the colocation (in Frankfurt) and international bandwidth.
